A delayed registration certificate (RC) can mean two different things: the registration application may still be in process, or registration may already be recorded while the physical card is being delivered. Find out which situation applies before deciding what to do next. A dealer's message, payment receipt or application number does not by itself prove that permanent registration has been granted.

Check the official VAHAN application-status service using the details it requests. The service may require a CAPTCHA or state selection, and its labels or availability can change. Ask the dealer for the application number, the registering authority, whether a registration mark has been generated, and whether an electronic RC has been issued. Save dated records of what you find.

Before using the car, confirm that registration is in force and the required registration mark is displayed. Section 39 of the Motor Vehicles Act, 1988 restricts driving or permitting a vehicle to be driven in a public place or any other place unless its registration requirements are met. It contains a limited proviso for a vehicle in a dealer's possession subject to Central Government conditions; this is not a general assurance for a buyer who has taken delivery. If temporary registration is your basis for use, check the specific instrument and its current validity with the issuing authority.

First work out what has actually been issued

Keep the different records separate. An invoice shows a purchase. A receipt or application reference shows a transaction or filing step. A temporary certificate and temporary mark have their own dates and conditions. A permanent registration record and issued RC are different again. The physical smart card is only one way the certificate may reach you.

A portal can be delayed, unavailable or incomplete. A missing search result does not prove that the dealer never filed; a screenshot or verbal assurance does not prove that registration was granted. If the online service and the papers disagree, seek confirmation from the registering authority that maintains the vehicle record.

The Ministry of Road Transport and Highways has issued guidance on acceptance of RC and other documents through DigiLocker and mParivahan. Its 2018 circular concerns electronic documents presented through those services. It does not turn an application reference into an RC or confirm that any particular vehicle record is current. Check that the document is actually issued and that its particulars match the car.

Ask who filed, where, and when

Section 41 of the Motor Vehicles Act governs registration. For a new vehicle being registered in the same State where the dealer is situated, the Act provides for the dealer to make the application. An inter-State purchase can involve different filing arrangements; do not assume that every dealer has the same filing duty regardless of the intended registration State. Ask who is responsible for filing in your case and confirm the requirements with the destination registering authority.

Write to the dealer's registration desk and request:

  • the application number and submission date;
  • the intended registering authority and State or Union Territory;
  • the status shown on the official portal and any pending-document or rejection notice;
  • the date a registration mark was generated, if one was generated;
  • whether an electronic RC was issued, and how to retrieve it; and
  • if only the physical card is pending, the dispatch date and tracking or delivery channel, if available.

Request a copy or portal reference for each claimed step. If a document or fee is outstanding, ask exactly what is required, who must provide it, and how the authority wants it submitted. This makes it easier to distinguish a dealer filing issue from a pending authority decision or a delivery problem.

Understand the new-vehicle Rule 48 process

The Central Motor Vehicles Rules prescribe how new-vehicle registration is processed. In 2021, G.S.R. 240(E), dated 31 March 2021, substituted Rule 48. For a fully built new vehicle, the amendment describes a portal application by the dealer or, where applicable, the owner, submission of prescribed fees and taxes, immediate generation of a registration mark, and electronic issue of the RC in Form 23A. The date of registration is tied to generation of the mark under that text.

That workflow does not promise immediate access to every electronic record or delivery of a physical card on a universal date. Portal availability, payment processing, required documents, jurisdiction and local delivery arrangements can affect what a buyer sees. Do not rely on an older version of Rule 48 that stated a 30-day RC issue period without checking the substituted text and later amendments. A qualified transport-law reviewer should confirm the current consolidated rules before this guide is treated as a definitive statement of present law.

Treat temporary registration as time-limited

Section 43 of the Act, as substituted with effect from 1 April 2021, provides for temporary registration under Central Government rules. Rule 53B of the Central Motor Vehicles Rules gives a 45-day validity from issue for temporary registration of a fully built vehicle that is to be altered for conversion to an adapted vehicle, or that is being registered in a State other than the State where the dealer is situated. This is a conditional rule for those cases, not a general 45-day period for every new car. The current text comes from the final G.S.R. 289(E), dated 13 April 2023, which amended Rule 53B.

Section 43 also says a State Government may register a vehicle that will ply temporarily within that State and issue a certificate and mark for one month, in the manner prescribed by that State. This is a distinct State-government power, not a general extension that every buyer can assume is available. For a different temporary-registration basis, do not transfer the 45-day period by analogy. Read the certificate and mark issued for the vehicle, identify the applicable rule and confirm its expiry, permitted use and conditions with the issuing authority. The 2026 G.S.R. 728(E) notice was published as a draft proposal; do not treat its proposed Rule 53B changes as operative without a final Gazette notification. Rules may change, so recheck the current text before relying on a period or extension.

Read the certificate and mark actually issued for the vehicle. Confirm its expiry, permitted use and conditions with the issuing authority, especially if the permanent application is delayed or the document is unclear. Ask the authority what lawful next step applies if the temporary registration is about to expire or has expired. A dealer's verbal assurance does not amend the instrument, and an application delay does not automatically extend it.

Follow up in a documented sequence

  1. Gather the records. Keep the invoice, delivery note, application reference, payment and tax receipts, temporary registration documents, insurance papers and relevant messages together.
  2. Check the official status. Use VAHAN or the State transport service for the registering authority. Record the date of the check and what the service displayed. Avoid sharing screenshots publicly because they may contain personal or vehicle data.
  3. Ask for the missing fact. If no registration mark is shown, ask whether the application was filed, whether the authority has raised a query and who must respond. If the mark is generated but the card is missing, ask about RC issue and delivery instead.
  4. Contact the authority through official details. Share the application number and relevant dates, and ask for the status or next required step. If a portal has no record, request help locating the file; treat that as an unresolved query, not proof of non-filing.
  5. Escalate proportionately. Use the registering authority's or State transport department's stated grievance channel if routine follow-up does not resolve the issue. India does not have one identical transport grievance path for every State and Union Territory. For the separate question of a seller not addressing a consumer grievance, see our guide to raising a consumer complaint online in India. Its consumer-complaint steps do not replace vehicle-registration procedures.
  6. Do not drive on an assumption. If you cannot confirm valid registration and the required displayed mark, do not drive or permit the vehicle to be driven in a public place or any other place. If relying on temporary registration, verify the instrument is still valid and follow its terms.

Keep registration questions separate from other sale disputes

A delayed RC does not automatically establish that a dealer acted unlawfully or that a buyer is entitled to a particular remedy. First establish who had the filing responsibility, what was submitted, what the authority decided and whether the issue is registration or delivery of the card. If the issue shifts to a broader consumer dispute, the process and available remedies depend on the facts and current law.

For context only, our checklist for delayed home possession under India's RERA framework deals with a different transaction and statutory scheme; it should not be used to infer rules for vehicle registration. Likewise, our guides on an LPG cylinder delivery complaint in India and an approved online refund that has not arrived address other consumer-service problems. Their evidence and follow-up practices may be useful, but their timelines, authorities and remedies do not govern a car's RC.

Buyer checklist

  • I have the application number and know which registering authority is handling the file.
  • I checked the relevant official service and recorded the date and result.
  • I know whether a registration mark was generated and whether the RC was issued.
  • I have distinguished an issued digital RC from an application status screen or payment receipt.
  • If using temporary registration, I checked the exact instrument, dates, mark and conditions with the issuing authority.
  • I requested written clarification about any missing document, rejection, pending action or card dispatch.
  • I will not drive or permit use without confirming valid registration and the required displayed mark, subject to any exception that actually applies to these circumstances.

Questions about a delayed new-car RC

Does an application number mean my car is registered?

No. It identifies an application or service record, but is not itself proof that registration was granted. Check the current status and issued certificate through the relevant official service or registering authority.

Can I drive while the physical RC card is in transit?

First confirm that registration has been recorded and remains in force, and that the required registration mark is displayed. An issued electronic RC and an application receipt are different records.

How long can I use temporary registration?

Rule 53B specifies 45 days from issue for temporary registration of a fully built vehicle to be converted into an adapted vehicle, or one being registered in a State other than the dealer's State. That period is not a universal rule for every temporary registration. Check the instrument and current applicable rules with the issuing authority.

Is there a universal 30-day deadline for the RC card to arrive?

Do not assume so from an older copy of Rule 48. The 2021 amendment changed the procedure for fully built new vehicles; the current rule and later amendments should be checked before relying on a deadline.

What if VAHAN does not show my application?

A missing search result does not, by itself, establish that no application was filed. Ask the dealer for the application number and submission details, then confirm with the registering authority or the relevant State service.
